It looks like its missing part of the base but still is free standing
I couldnt find a size on it but my husband wears a 7 1/4 and it fits him
Measures 11 by 9 1/4 inches
Works but needs a few screws to hold shade in place
Each measures 5 inches tall and 2 1/4 across fitter ends
